Amendments Implemented for the Purpose of Regulating the Gambling Business<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The package of amendments adopted by the Parliament of Georgia, which includes amendments to the Law of Georgia \"On Licenses and Permits\" and the Law of Georgia \"On Organizing Lotteries, Gambling and Winning Games,\" covers two main directions regarding the regulation of the gambling business: increasing financial sanctions and a simplified mechanism for canceling permits. Penalty sanctions for violating permit conditions have been significantly increased. Under the new edition, the fine for the holder of a permit for organizing a casino and for organizers of online (system-electronic) games has been increased to 20,000 GEL, while for slot machine salons, gambling clubs, and providers of gambling and winning games, the sanction has been set at 10,000 GEL.<\/p>

Along with financial sanctions, the legislation sets strict conditions for gambling business representatives regarding the retention of permits. If the permit holder, despite the imposition of a fine, does not fulfill the permit conditions, the permit issuer makes a decision to cancel the permit.<\/p>

Both laws enter into force on the 15th day after publication, on June 16, 2026.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Amendments to the Law of Georgia \"On Tourism\"<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

\n\t\t\t\t\t\t\t\t\t

Amendments to the Law of Georgia \"On Tourism\" provide for the creation of a unified electronic database of tourism activity subjects, certification of high-risk services, and the establishment of responsibility for violating requirements arising from the law.<\/p>

According to the new regulation, all tour operators, travel agencies (tour agents), and tourist guides are required to register in a special database maintained by the National Tourism Administration of Georgia. Market participants are also obligated to inform the administration in writing about the start or termination of activities or any change in registration data. Violation of this rule and working without registration in the database will result in a fine of 500 GEL, and repetition of the action will result in a fine of 1,000 GEL.<\/p>

The amendments also affected high-risk (including adventure and extreme) tourist services. The Government of Georgia will approve by decree the list of such services and the areas where personnel certification will be mandatory. In addition, providers of high-risk tours will be required to have a professional or civil liability insurance policy. Carrying out such activities without the appropriate certificate will result in an initial fine of 3,000 GEL, and in case of repetition, a fine of 6,000 GEL. For violating the requirements of the technical regulation, a warning or a fine of 1,500 GEL has been established, which increases to 3,000 GEL upon repetition. The government will determine by a separate decree the rules for activities of foreign citizen guides on the territory of Georgia.<\/p>

The legislative amendment detailed the transitional periods for the entry into force of the regulations so that businesses have time for adaptation. Sanctions for activities without registration in the database will enter into force on January 1, 2027, and fines for organizing high-risk tours without certification will enter into force on June 1, 2027. Financial guarantee mechanisms for protection against insolvency of tour operators and related sanctions will finally enter into force on June 1, 2030. The law entered into force upon publication on May 29, 2026.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\t

Amendments were made to the Government of Georgia Decree No. 102 of March 28, 2024, \"On Approval of the State Program for Supporting the Capital Market.\"<\/p>

At the same time, the scope of the Corporation's powers has been expanded. In agreement with the Ministry of Economy, the Corporation is granted the right to independently determine additional conditions and requirements for program components for business entities or brokerage companies.<\/p>

For applications submitted by subjects before August 5, 2024, whose income exceeded 60 million GEL or who operated in the financial sector, the agency \"Produce in Georgia\" is obliged to complete the review of these applications and the financing procedures.<\/p>

The new Corporation should not issue funds to companies whose co-financing within the framework of a specific prospectus has already been fully covered by a donor organization.<\/p>
