The Parliament of Georgia has adopted important legislative amendments to the Law of Georgia \"On the Legal Status of Aliens and Stateless Persons,\" aimed at modernizing visa procedures and attracting individuals working remotely to the country. The main innovation is the introduction of the C5 category ordinary visa, which will apply to those foreigners who wish to stay in Georgia for tourism purposes and simultaneously carry out remote activities for the benefit of a non-resident employer. This category of visa allows the holder and their family members to stay in Georgia continuously for one year.<\/p>

The law also clarified the rules for issuing multiple-entry short-term visas, the validity period of which has been set up to five years. Additionally, the procedure for issuing electronic visas through the special portal of the Ministry of Foreign Affairs was simplified, on which a decision must be made within five working days of submitting the application. It is noteworthy that in certain cases, it becomes possible to obtain a visa through an accelerated procedure, which significantly reduces bureaucratic barriers for those wishing to enter Georgia.<\/p>

The amendments also concern the rules of appeal; specifically, in the event of a refusal to issue a visa based on state security interests or immigration policy, the decision is no longer subject to appeal.<\/p>

The amendments also affected the amount of the state fee. Specifically, the fee for issuing an electronic visa through the special website was set within the range of 20 to 500 USD. The specific amount of the fee, as well as the fee for accelerated service, will be determined by the Government of Georgia through a relevant normative act.<\/p>

Amendments were made to the Law \"On Labor Migration,\" which significantly expanded the circle of persons to whom strict labor migration regulations no longer apply. Specifically, the right to work without special permits was granted to persons performing activities for the benefit of public institutions or state-owned enterprises, as well as those involved in the rehabilitation of cultural heritage monuments. Furthermore, heads and representatives of management levels of large and medium-sized enterprises were included in the exceptions, which is an additional benefit for the business sector.<\/p>

Special attention was paid to persons working remotely and so-called freelancers. The law provides a new definition for a self-employed foreigner and establishes that labor migration regulations do not apply to persons who work fully remotely for a local employer and do not require physical entry into Georgia. Additionally, an exception was extended to those foreigners who are in Georgia but provide services for the benefit of a non-resident person for activities carried out outside the borders of Georgia.<\/p>

Another important innovation is the introduction of the concept of \"short-term professional activity.\" This implies activity related to specific projects or events, the implementation of which is possible without any labor residence permit, only within the framework of a temporary visit. Such persons are no longer considered labor immigrants, which significantly reduces the bureaucratic requirements for them. Simultaneously, the Government was granted the power to independently determine the list of documentation and criteria, the submission of which will be necessary when carrying out labor or entrepreneurial activities.\nThe amendments came into force immediately upon publication, on April 15, 2026.<\/p>
